Issue with CMAF mp4 chunks - low latency

We are facing an issue with DASH low latency streams using shaka. The limitation after the investigation is that:

All media segments must be independently decodable. Consequently, the first video frame in every segment that contains video MUST be an IDR frame.

This is not happening with CMAF that only the first chunk of the segment has an IDR frame.

I am not sure if this is a Browser or a middleware limitation but it is impossible to play low latency CMAF streams in players before 2020.

The error that the Browser is firing is: MEDIA_ERR_DECODE

Could you give as more information about that?
