  1. Does webOS have any support for push messages?

  2. Does LG have any push server to send push messages to TV?

  3. If not, do you have any partnership with any push messaging services? (e.g. Firebase Cloud messaging)

  4. Does webOS environment allow Firebase cloud messaging work? Any restriction in webos that prevents it?

Unfortunately, sending notifications is not allowed on webOS TV. All types of notifications are reserved for system related events.
