Can't Enable Developer Mode

I have set up a developer account and installed the developer mode app on my UP7560AUD. I can sign into the app and enable developer mode, which restarts the TV.
Upon restarting, there is no indication that developer mode is enabled, and re-running the developer mode app requires me to sign in again and shows developer mode is still disabled.

I am trying to follow the instructions here to set up the WebOS CLI.
After rebooting from the developer mode app, the TV does not appear in the ares device list, and attempting to add it by IP address results in connection error. It should be noted that I can ping the TV at the IP shown in the developer mode app, so I know it’s online and connected to my network.
It appears I need to enable the key server to proceed with setup, but at no point is that option available. The developer mode app only ever has the option to enable developer mode and insists on a reboot each time.

Has anyone else run into this issue? What am I missing here?

Please make sure your PC is connected to the same network that webOS TV is connected to. If the problem persists, reconnect all devices and check again. Thank you.

Yes they are on the same network.

Have you tried reconnecting all your devices to the network?
