Is webOS 4.0 the same as webOS TV 4.0?

Hi,
Im going to develop in this device, which I dont have physically yet:

Here says that it is LG webOS 4.0 Smart Signage Platform
The developer documentation says that webOS TV 4.0 uses a very very very old version of nodejs
My questions are
Is webOS the same as webOS TV
If not: what nodejs version uses this device?
