WebOS 23 simulator 1.3.0 not found for inspect

How can I debug service in simulator?

I allready started an app in simulator with command

ares-launch E:\work\WebOS\mqtt\mqttclient\ -s 23 -p "{}"

but when I start inspector I get error message
(ares-inspect --device emulator --service hu.exprog.mqttclient.service)

ares-inspect ERR! [Tips]: Connection timed out. Please check the device IP address or the port number
